than yesterday was to prepare for that warmer feel. golden gate bridge. crystal clearh been showing this view a lot this morning because it is so gorgeous all the way to the coast. and we've got even warmer temperatures for the entire board later on. whether you're at the coast inland or along the bayshore. we're all in for a warm-up will today into tomorrow as well. temperatures are already getting close to 70 degrees in a few spots. and later on today, it will be solid 70's if not low 80's. i've got the rest of your forecast as we go. reyna harvey is at the traffic cast. everybody traveling. been tracking in accident along highway 4. >> that is all clear now. that was on the eastbound side of hillcrest. so thankfully making good time there as well. bridge right now down to 15 minutes. we got up to about 20 minutes of the peak of the morning. 22 minute ride on our san mateo bridge is down from 30. so we're progressively seen our drive times will lower. that's good. 12 minutes long over to rich golden gate bridge around. 31 checking all

most highways are still seeing a lot of red along our highways want 80 5, 80, 80 and even in the south a lont 101, a good time to wait it out until traffic potentially just dies down. started is back to you. thanks. a lot rain, a 901. and new this morning we're following what's going on in richmond because that water main that broke earlier this morning at where that water was gushing. it caused quite the mess there. >> kron four's will tran keeping an eye on it this morning. well, we all right. we will be hope you can hear us will, but we can't hear you. maybe we can work on that. while we take a look at some of the video from earlier. >> and yeah, definitely when the water was flowing, it was quite a mess all over the road. yeah. and you can see drivers going through. it was you're not supposed to do, they >> had to shut it down to get that fixed. probably affecting a lot of people who are in the area because when they do a water main repair, they have shut off the water right to that area. like get that done

so anyway. so that's luckily the water has stopped flowing now and hopefully those repaired repairs are being made and will visit with. we'll hear a little bit get more from the scene. >> once we re-establish that connection. hundreds of students, as you can see, they're gathering at sproul plaza at u c berkeley tuesday, calling for an end to the war in the middle east. this demonstration came as israeli troops, as we know, has seized the palestinian side of the rafah border crossing. it's vital entryway for humanitarian aid, but that's the latest there. and of course, the reaction here. yeah. and the reaction has been for the camping protest to spread. there are now more. >> tense out there uc berkeley and they say they're going to continue to rally until the university divests and doesn't have any more financial ties with israel. that is their goal and they are going into now finals week.

>> finals. i'm graduating this semester, but none of that matters you know, people halfway across the world are, you know, are being killed just indiscriminately. >> all campus police have been patrolling the area, but they say as long as the encampment in the rallies remained peaceful, they have no intention of >> moving them along. all right, 903. right now we've got will chance mike working so we can hear him. give us the latest on that water main break in richmond. yeah, let's get out there now live. well. bad news for many people. they will not have power this morning and perhaps excuse me. >> they won't have water this morning, but they also probably won't have water this afternoon. what you're looking at is the epicenter of the water main break. look at how the road just went up. i just talked to east bay mud. they said all that water was so strong that when it pushed up, it also pushed roadway. so they are cleaning up the mess. i just found out that 21 homes

along carlson and 45th to 47th. they will not have water at least the next 10 to 12 hours. so that should put them well in 2 the evening hours. so the afternoon they cannot use water, of course, because it's not available to you. now. i can tell you this all started at around 5 o'clock this morning when for some unknown reason that pipe just burst and they have an excavator on scene right now. they want to obviously break the roadway. get down there and then replace the pipe and then get the water back going. but when it was at its full steam, it sent thousands of gallons of water onto the roadway, which is why you see all of the mud. >> right here on carlson, they're actually cleaning up the mud just so they can get closer to the roadway and then do their work. this is a long stretch. so i'm pretty much standing on 45th right now will swing the camera over here. one direction of carlson

is going. but this is being handled by east bay mud for several blocks because down at the other intersection, you can see them. they took it over as well. so one, they have to repair it and to obviously to find out the cause of all of this. but we do know that approximately 21 households don't have water. and if you do the math, who knows how many people are in each household, but it's safe to say maybe around 82, maybe even more than 100 people woke up this morning trying to turn on the water. but instead of the water being inside their home, it was outside their home in front of the street. you can see the excavator about to break ground. >> back to you. alright spectrum effects out there 12 906, is the time. >> and in the south bay, one man is dead and another is in jail after a driver ran a red light and south san jose and crashed into a cyclist. now

the 17th. >> deadly accident there in san jose this year. kron four's jack moment has the story. >> locals in san jose. you could hardly hear yourself think on capital rest. the ice is bracy lolo farfan has worked at the jack in the box for 9 and she has a front row seat to the may have read. he a lot of traffic. is is begun. gives she says crashes here. happened all the time. but just before 7.30, tuesday guide that the i spoke. >> a driver running a red light. just like many cars did during our day reporting here, except this time the car crashed into a cyclist killing them on the it's frustrating for safe streets. advocates back siegel capital has been a problematic spot for traffic death in san jose. this traffic death, the san jose's 17th for the year and that's outpacing the city's rate of murder. >> the city isn't meeting its

goals. and i think we need to look at it with a fresh set of eyes. >> siegel says despite work done to fix some of san jose's wide roads, the city is not prioritizing issue. what that was created, he says by design, but they had the ability to break the law. they they were funneled to the intersection, really made it easy for them to. >> to come there until the mayor's office sent us a statement that blames reckless and distracted driving, quote. >> moments like this are tragic reminder that speeding may save a minute but slowing down literally saves lives. and for siegel with this being the 3rd traffic death in just 2 weeks. >> more action is needed now more than we as a community make need to make it clear to city hall where our priorities are. >> and it's for safety above saving. a couple minutes on our drive. >> now the driver of that truck was booked into santa clara county jail on several different charges. meantime, the identity of that cyclist who was killed here in san

jose, their identity is still being withheld by police until they can notify their family. for now, we're here in san jose jack molmud kron. 4 news. >> and there was another fatal crash that happened in san jose just yesterday. this 1, 8, 30 on highway 101 near trumbull there was a crash that resulted in one person dying. and while the chp investigated, they closed off the on and off ramps at trumbull road. they're open now. >> in the east bay, a person involved in a car crash over the weekend was found shot. >> in their car. this was sunday night, a solo crash on benedict drive. and when police got there, they found the driver in the car with a gunshot wound. they believe that the driver had been shot in the area sometime before the crash. anybody with information is asked to call the police.

>> you can hear the employees there that oakland mcdonald's on strike now after the health department forced it to shut down because of wraps, according to alameda county health report, a dead rat was seen in a trap near the so-so to serve boxes. unwrapped raw pings were found along the wall. workers say they've been told to clean up the mess, but they weren't given any training or tools to do so properly. >> we just know that best explaining. and we had a proficient on the touchline. >> now they're calling for the owner to bring in professionals to deal with the problem. they say they'll resume working once their demands are met. as for mcdonald's, they say during the shutdown, people who are scheduled to work will be paid, although the workers outside say they didn't know about that. in the north bay, a month-long pilot program is underway in the city of vallejo, nebraska street between amador and pierce streets are going to be shut down to through traffic on school days. those road that road is going to be closed from 9 in the morning till 4th

night during school hours. the closure is in response to several shootings and some frequent speeders that have made that area on safe. the smith didn't we spoke with say they're hoping it will make it safer. >> safer for us to. >> you know, just walk over here freely without having wear a watch. our backs in u.s.. >> yeah. neighbors close to the school, though, on neighboring streets are a little nervous that with the closure. some of those speeders might come over to their streets left. wait to see the pilot program will run until june 17th june 7th. that is. >> its 9.10, right now. and new this morning where teachers going to live. it's hard for them to afford a home. and now a representative eric swalwell and other representatives. have introduced a bill that would make buying a home easier for teachers with the education down payment assistance act, which would give local governments the ability to down help with the down payment and it would provide full-time public school educators and school staff who are first time home buyers right now. a lot of teachers say, you know as we know rents

have gone up and teachers say that some are spending like half of their entire salary on rent. this bill would help to provide them with the resources they need to be able to afford a home and to live in the neighborhood. they teach an. a richmond non profit called pogo park has won a state grant to build a new recreation center and it will double as an emergency shelter as well. it's a 10 million dollar grant program to construct concha. costa county's first recreation center at harbor 8 park and construction is already underway for harbor hall that should be completed by the end of this year. the 10 million dollar project includes 6 million for physical infrastructure, 3 male for programs and events in a million dollars for evaluation and general program support. >> going to take a break here at 9.12, but still ahead on the kron, 4 morning news hit and run driver arrested after hitting 2 pedestrians in san francisco. we're going to hear how that crash lead through the city. plus, dozens of

>> all right. let's talk about the weather this morning as we take a live look behind us here. clear skies once again. yeah, i would suggest sunscreen because it really sneaks up on you this time. yeah. you've got the sudden burns for the first time. maybe this season as you're getting outside these next few days. >> no cloud cover to block it out. either. this view over san jose crystal clear and the south bay as much as 10 degrees warmer than it was

yesterday. we'll see that across a lot of the bay area. in fact, big warm-up today compared to yesterday and tomorrow going to be even warmer yet. now what is adding up to all of this? well, surprisingly enough, all that blue, that snow you're seeing in the northern rockies is actually contributing in a big way to what we've got going on back here at home with this warm up that low to our east and the high to our west resulting in a really generous offshore when these next few days, those windy conditions are going to transport some warmer air out towards the coast. and that's the warm up today. winds are still coming out of the north. so not necessarily an offshore wind just yet, but windy enough for some high wind advisories up in solano and portions of napa and sonoma counties. we also do have a gale warning out along the coastline due to that same northerly wind pushing in along the coast. now, tomorrow is when we're really going to see the offshore winds kicking up. and that great beach days out towards golden gate park, ocean beach spots like that. going to be warming up. really nice 60's to 70's out that way

today. tomorrow, a lot of 70's towards the coast. today's daytime highs elsewhere will be in the 70's to 80's for the south bay. as i mentioned, this is as much as 10 degrees warmer than yesterday. san jose up to 82 fremont up to 80 degrees. actually a little cooler in the inland east bay than spots like castro valley, which will be at 80 degrees. well, san ramon only at 79. so there's a lot of uniformity to temperatures today with your along the bay shore or inland tomorrow or inland areas will start to soar nearing 90 degrees from thursday through saturday in bay shore, cities well into the 80's coastal spots could rise well into the upper 70's in some areas right now. all right, john, thank you for that. still pretty busy morning. if you're traveling along highways out there. >> about 16 minutes. 85 to menlo park. 2.88 who might be better options at this hour. if you're trying navigate around those delays a bridge right now, 15 minutes, nowak says are hazards on our bridges. remember, we're tracking an accident along eastbound highway 4 for a few hours that just clear those

like it's expected to for their part bytedance us and we have 170 million us users. this isn't right but please note bytedance. a chinese company tiktok not allowed use didn't in china norton allowed india. so some countries have already banned it. and i think rightfully so. it feeds an algorithm. the algorithm is secret sauce. china says they won't sell the company give away the algorithm. they may have to sell the company without the algorithm value without the algorithm. big question. top the clock is ticking on tiktok i think because the supreme court so my kids are asking me like a realistic arrest, but they're getting fed the bs tiktok when they're it being told, you know, could tell your we don't like this. so interesting. okay. >> well, last let's talk about the summer blockbuster projections because that's more my speed. i'm not so much on tiktok, but i do love going to movies and i want to see fog. i just haven't had a

chance yet. it just had its opening weekend. i guess it it's struggling. is that telling us anything about the blockbusters ahead? >> in the first week in may is considered the start of for movies and it's a flop fog. it's not a flop. 26 million dollars, but is expected to much higher. and it's the first time we haven't had a superhero movie from marvel kick off the summer. and since like 2009 think that was iron man. so there's 200 million dollar movies on the horizon. it goes back to probably the 2 actors and screenwriters strike last summer but it also goes into a weakening economy. the expected growth this year about to be 3.2 billion for a whole year down from 4 billion last year in pre covid. we're always about 4 billion. the only superhero movie coming is dead, pull versus will parade. that's probably only one i want to go see the kingdom of the planet of the apes because i think special effects are amazing. but >> are you excited by anything

the time and happening right now. police in oakland have released this sketch of a man they say is wanted for a homicide. that happened back in august of last year. police say it happened around midnight on east 18th avenue. they say 2 people were shot. officers one man named damani. william died at the scene. the other victim was taken to the hospital. no word on the severity of that person's injuries. but police have also released a picture of a ford f one, 50 pickup truck. investigators say this truck belongs to the suspect. if you have any information, contact police. >> richmond wants to pull the plug. >> on pg and e they have passed a resolution for this state to use a nonprofit electric company instead of pg and e now they don't control

we're back to early morning hours across the ridges fell bridge golden gate bridge around 21 minutes. and we're checking on those highways that are still seeing a little delay. a 52 minute ride along 101. remember, 85, 82 all good options for navigating around those delays. all right. james, back to you. thanks a lot. >> well, on the peninsula, new affordable housing is coming for farmworkers in half moon bay, the san mateo county board of supervisors just approved millions of dollars for the new homes. kron four's. michael thomas has the story. >> approval would allow up to 50 new manufactured homes to be built in this area that you see to my left and specifically would help out those farm workers who are affected by last year's mass shooting. take a look. these are renderings of the new community put out by the san mateo county board of supervisors which approved close to 6 million dollars this week to build affordable housing for coastal farm workers. in total, the project will provide. 47 new manufactured homes built on 5 acres of city-owned land. the areas about a half mile away from downtown half moon bay

and sits at the end of a cul-de-sac where million dollar town homes are located. carl bolton who lives in says he likes the idea as long as it's done correctly. i have watched the project goal. >> the entire time and i think we need affordable housing for folks we need. we need we need this. >> while the approval came just this week, the idea stems from a county commission report that was done almost a decade ago back in 2016, which found the need to improve the quality availability and affordability of housing for farmworkers in the area and last year's mass shooting confirmed that report when officials discovered just how bad living conditions were. mister bolton says he's okay with the idea but not everyone is fully on board. i mean, >> there's some controversy among our homes association in terms of of the valuing our properties of things. but i think weldon development here this clean and a affective, it's not going to affect the certain currently, the project is still in the permit

process. but officials say if all goes well, 28 of the 47 units will focus on ownership for farm workers using the california joe certain junior farmworker housing grant program. >> however, no eta has been given quite yet. multiple neighbors in the area tell me they're ok with this project and the idea of it as long as it's done correctly. however, no eta when construction would begin has been give it. >> that's the very latest reporting in half moon bay, michael thomas from for >> 9.33 and with all the storms and fire emergencies that we've had across the state in recent years, this new bill in sacramento that would create a fund to assist people who are not qualified for assistance for various reasons. group lawmakers introduced this bill to create 100 million dollar really fun for those who are not eligible for federal or state assistance to the extent of damages in their community or because of their immigration status. this would also establish a 400 million dollars. california local

assistance program to help tribal and local governments rebuild after disasters. it's a win-win across the state. hopefully nothing ever happens. but if it does, we have a plan for our communities that are going to suffer because >> once again, we can't rely on the federal government because of all the bring at least we have our own from we should create a sustainable program that will make sure that for any future to know that if they don't qualify for federal assistance, that the state will step in. >> and make sure that these communities are taking care of. the money for this fund would come from the state's current greenhouse gas reduction fund. >> and right now there is no formal opposition to the bill. >> in the south bay, police were busy over cinco de mayo weekend arresting nearly 90 people in san jose. the police department says officers arrest or made 17 felony arrests. 18 warrant arrests and 52 arrests for misdemeanors. they say most of the crimes committed involved, fistfights, duis, sideshows and reckless behavior.

>> we had a significant amount of activities popping up all over the city in which we had to try and utilize resources and take away from the celebrations trying combat that officers were getting bottles thrown at their vehicles and we had officers had been assaulted people driving drunk. we had vehicle crashed into a patrol was doing a diversion and injure officer. >> well, police say 2 people were also stabbed of the weekend. one is still in critical condition. police say despite the chaos that unfolded, though, they are still looking forward to celebrating the holiday next year with everybody. >> its 9 35 2 people, including a teenage girl are in the hospital after their hit by a hit and run driver in san francisco. police say they chase that driver from the tenderloin through north beach before finally. >> so i come to an end right in front of our own studios here along the embarcadero kron 4 dan kerman has the story. it's here along the embarcadero at green street where san francisco police took the hit and run suspect into custody. this after at least the 3rd incident of the day when the white mustang he

was driving slammed into this parked car. no one was injured at this location, but that's not the case at the other locations. you're chase >> and i'm like police say. it all began just before 08:00am the suspect's vehicle hit a pedestrian near jones and market tire tracks are clearly visible. the victim, an urban alchemy employee, was taken to a local hospital and will survive. police say a few blocks away. officers spotted the suspect's vehicle driving recklessly when the suspect failed. the yield when officers initiated a traffic stop. police say a vehicle pursuit began about 9.30. the chase reached francisco middle school. it's their police say the suspect's vehicle hit a 14 year-old girl who was crossing francisco street from the main campus to the auxiliary campus so that there was crossing the street from building to building and was in the crosswalk. >> and the guy was running out of, you know, running. because

the police often. so put the good year, i guess have the good he can run supervisor. aaron peskin who represents that neighborhood says the girl was taken to san francisco general hospital with a fractured shoulder and ankle. but will survive. it's at that point. police say they shut down the chase to to safety concerns. >> minutes later, officers spotted the suspect's vehicle stopped in embarcadero in green. it's their they took the suspect into custody. francisco police are allowed to conduct vehicle pursuits under certain circumstances with these chase protocols followed in this case, supervisor peskin says both and the police are evaluating that right now. >> in san francisco, dan kerman kron, 4 news. >> where millions of muslims around the world not only for not >> an investigation underway

now you can hear that one saying this is not your house is my house. >> this happened last month at a dinner for graduating uc berkeley law. students and this pro-palestinian protesters stood up, grab the mic started giving a speech about ramadan and the war in gaza. the dinner was at the home of berkeley law professors. and as you can see in the video, one of those professors, she was wanted to the mic away and said, please leave my home. according to nbc news, uc berkeley is now launching a civil rights investigation into allegations of harassment made by the protester. and as temperatures go stay, you can see the tents there on the university. president met with some of these demonstrators. the students are demanding the university cut financial ties with israel and the president of the school in mahoney says the school may consider avoiding investments in israel based on quote, the mechanics of war. >> ok, 9.39, is the time. and it was dishwashers and stoves.

here we go. let's see what's going on here. forecast. there we go. okay. the graphics are taking the day off but we are not looking at that sunshine out there on the radar. nothing but clear skies across the bay area today and what we have to our north and east of us that some rain and snow that you're seeing up in the northern rockies, believe it or not, that's actually impacting our weather here the next several days back here at home with some offshore winds coming off that low and interacting with the high pressure ridge that has built up offshore of us. that is going to contribute to a big, warm up towards the coastline in the next few days. today, it's still a northerly wind gusts of wind as high as 30 to 40 miles per hour up in the northern part of the bay area in the mountains as well as solano county. north winds also along the coastline, resulting in some gale warnings near the water out that direction. well, as far as our temperatures go today, daytime highs are going to be in the 60's to 70's for san francisco and the rest of the coast. if you really want to

warm beach day tomorrow is going to be even warmer yet out that direction. 70's to 80's for the rest of us foster city at 77 palo alto at 80 degrees. san jose and campbell at 82 while the east bay looking at daytime highs, 70's to 80's as well, free months in castro valley all the way up to 80 degrees. it's even warmer than the tri valley will be today. antioch in pittsburgh at 80 degrees while santa rosa. 82 a look ahead. shows temperatures over the next several days. getting warmer thursday friday and saturday going to the hottest of the forecast nearing 90 degrees inland 80's along the bay shore with some solid 70's all the way out to the coastline rain. all right, john, thank you for that. well, we're seeing a lot more green. >> out there on your highways and bridges in this 9 o'clock hour. just a little congestion along 80 traveling to the east bay, 5, 18, 8.81. 0, 1, for the most part. look at 2.80, highway for even 6.80, seeing green, a bay ridge right now,

between slow to skyline boulevard for decades. erosion has eaten away at the beach and bluffs between the ocean and this section of the great highway cleaning sand off the roadway has become a constant problem, especially after winter storms. there are also frequent closures of this section of the great highway. more than a decade ago. san francisco develop a long-term plan to deal with climate change and erosion along the city's western edge. in closing, this portion of the great highway has been under consideration ever since in place of the roadway. the city wants to build a network of trails a plaza and possibly a staircase leading down to the beach. but the plan is not without problems. that would need to be addressed for one. the main entrance to the san francisco zoo is along this section of the great highway. if it closes a smaller entrance near 47th avenue would need to be redesigned. all right. for neighbors we talked to on tuesday were in favor of the plan, noting that the erosion problem is getting think it's always had a fact

fentanyl pills, which is about 7100 pounds of fentanyl. they got off the streets. the national guard has been building partnerships with law enforcement agencies up and down the state. >> we're not only making the state safer, but we're reducing the amount of capital that goes back into the hands of transnational criminal organizations. these folks are are making money. a lot of money on the backs of of kids in our state that are dying every day from fentanyl. >> that's major general matthew beevers speaking uses the state invested 30 million dollars to expand the national guard's work and increase the number of cal guard soldiers at the u.s. mexico border to help keep drugs out. he says that his mission is to get fentanyl off the streets and also to partner with the schools, which is continuing. and just last week, governor newsom's office announced a government run pharmaceutical program to purchase at a discounted price. narc hand to reverse effects of a fentanyl overdose. and the goal is to
