>> from the area's local news station, you're watching the kron. 4 morning news >> happy wednesday to you. i'm darya and i'm james. we're looking at some pretty nice conditions this morning as we're waking up on this wednesday to a lot more sunshine. still, the only thing we need to caution of is a big breeze like that was really windy because i know it's going to be warm. john, what he yeah, it's definitely going to be warm and some offshore winds later on this week, especially are going to just pump temperatures up a little bit further towards the coastline. that means tomorrow and friday. we could be even breaking a sweat out by the golden gate bridge. now we're looking outside at the golden gate bridge right now with crystal clear skies overhead. luence going on right now. it's a very northerly wind into the bay area and that is kind of pushing some of those temperatures up towards the coastline in many spots. temperatures in the 50's to 60's right now. we actually held on to the 60's all night last night, spots like berkeley and alameda. so it

was a fairly mild evening and today is going to be a warm one. daytime highs climbing into the low 80's for some inland areas and a lot of 70's elsewhere. i've got your full breakdown of the forecast. still ahead, reyna harvey is back. so glad to see it. fortunately, not so great to see the backups this morning. yeah, we've got a busy morning on this wednesday. so if you're hitting the roads, what you need to know about bay bridge right now about 18 minutes. thankfully, no accidents on the bay bridge or san matteo bridge drive times. still pretty thick. a 30 minute, right? traveling across san mateo bridge, which was ever full bridge around 15 minutes. we've been tracking in accident along the eastbound side of highway for hillcrest avenue. traffic collision involving a big rig box truck oil spill. so 2 lanes are open there on the eastbound side of you are going to be traveling, maybe east 18th street might be a good way around that. and a 36 foot right across the golden gate bridge. 37 to the tolls are is back to you. thanks. a lot of rain. it's 802. and breaking news. big water main break is causing a mess in

richmond. yeah. that water was rushing onto several streets and homes. >> for a time kron four's will tran there now with a live look at the latest. will. >> it went on for a couple of hours, james, and it turned 47th and carlson. carlson is the road you see right behind me. it turned it into a river. let me step out of the way this all started at around 5 o'clock in the morning. you can see one side of carlson at this particular section shut down as east bay mud. they've taken over the scene. you see that pickup truck with a flashing lights. that's where it appears the road rose. that's probably where the water main break took place. now, let me show you video. i shot this at around 06:45am. in the morning after the water was shut off and you could see even at that time the roads were still wet and cars driving through, maybe a couple of inches. so water since then it has subsided. but for a long time that the

water just turn this place into a muddy river. if we could head back out live right now, you can see it did its damage that toyota camry off in the distance. it's so full of mud that they had to bring out a flatbed truck. so more than likely got so high that the water, it's something to the engine where they cannot drive that car off. so they have a flatbed truck at that location just to remove that toyota camry. as far as what caused it? well, that's still under investigation. but in the meantime, they had to shut it off. they did not make any repairs and because they have not made any repairs yet. that means the nearby homes and they still don't have a number of how many homes and people impacted. they are not with watt without water. they are without water for the immediate future as east bay. my continues to try to make repairs and more than likely james and area. they will have

light. just like many cars did during our day reporting here, except this time the car crashed into a cyclist killing them on the it's frustrating for safe streets. advocates back siegel capital has been a problematic spot for traffic death in san jose. this traffic death, the san jose's 17th for the year and that's outpacing the city's rate of murder. >> the city is meeting, its goals. and i think we need to look at it with a fresh set of eyes. >> siegel says despite work done to fix some of san jose's wide roads, the city is not prioritizing issue. one that was created, he says by design, but they had the ability to break the law. they they funneled to the intersection, really made it easy for them to. >> to come there until the mayor's office sent us a statement that blames reckless and distracted driving, quote. >> moments like this are tragic reminder that speeding, they say the minute but slowing down literally saves lives. and for siegel with

this being the 3rd traffic death in just 2 weeks. >> more action is needed now more than ever. >> we as a community make need to make it clear to city hall where our priorities are. and it's for safety above saving. a couple minutes right. >> now the driver of that truck was booked into santa clara county jail on several different charges. meantime, the identity about cyclist who was killed here in san jose, their identity is still being withheld by police until they can notify their family. for now, we're here in san jose jack molmud kron. 4 news. >> and also police are investigating another fatal crash that happened in san jose just yesterday. chp responded to this call at 8.30, on highway 1, 1, near trimble road. and that is where the crash was. it was a fatality and they did have to close down the on and off-ramps at trumbull road as they investigated. this is an

oakland employees here at this. oakland, mcdonald's are on strike after the health department. as we reported closed this mcdonald because of rats, according to the alameda county health report, a dead rat was in a trap near the soda syrup boxes and rat droppings were found along a wall. workers there say they were told to clean up the mess, but we're not given the necessary training or tools to do so. >> we just know that best explaining and we have proficient on the touchline. >> the workers want the owner to bring in some professionals to deal with the rodent problem. they say they can resume working once their demands are met. mcdonald's says during the shutdown, people who are scheduled to work will be paid. but the workers spoke to say that's news to them. >> in the north bay, a month-long pilot program is underway right now in the city

of vallejo. we have a nebraska street between amador and pierce streets. that's going to be shut down to through traffic on school days. so that road is going to be closed from 9 in the morning until 4 o'clock in the afternoon. so the entire school day, the closure is in response to several shootings that they've had their and frequent speeders to that have made the area on safe. students are hoping it works. >> safer for us to. >> you know, just walk over here freely without having wear a watch. our backs in u.s.. >> yeah. neighbors, though, on nearby streets say they're a little nervous that with the closure of that street that maybe some of the speeding traffic will come their way. we'll see what happens. the pilot program runs until june 7th. >> new this morning, more affordable housing, california representative eric swalwell and others have introduced a bill to make it easier for teachers to be able to buy a home in the neighborhood where they teach the educator down payment assistance act. it's

called it would give local governments the ability to help with down payments and provide aid to full-time public school. educators and staff who are first-time home buyers. as we all know, the rising cost of rent has been a problem. and a lot of teaceers say they're spending nearly half of their income on rent. this bill aims to provide teachers with the resources they need to get a home in the neighborhood. they teach an. richmond nonprofit. pogo park has won a state grant to build a new recreational center. that will double as an emergency shelter. it's a 10 million dollar grant that will construct contra costa's first recreation center at harbor, a park and construction is actually already underway for the harbor hall. and it's expected to be done by the end of this year. the 10 million dollar project includes 6 million for physical infrastructure, 3 million for programs and events and 1 million for evaluation. and general program support.

>> use ohio was just covered in there was 2 feet of it in some places yeah, i understand pretty sticky for skiing. i know house still open it's going to slash. yeah, we're warming up quick quick now. so this is half a half dome right here where conditions are still a little bit snowy up there in the very top of those elevations in yosemite national park. but there is going to be some rapid melt going on these next few days as we achieve some of the warmest temperatures of the season so far and not long after all that recent snowfall. speaking of snow, a massive system actually having a big impact on the northern rockies. a lot of late season snow up in idaho, wyoming and montana. that same system is actually sparking up some offshore winds, our direction across the bay area. these next several days today, it's mostly a northerly wind. that is what's resulting in these high wind advisories that we do have in solano, napa and sonoma counties as well as or

gale warnings out of the north for much of the coast as we move into tomorrow, thursday and friday, though, we are going to be looking at winds now out of the north and east and that's going to transport a lot of hot, dry air out towards the coastline. some spots like san francisco in for quite the warm-up already warmer today with 60's to 70's for your highs out along the coastline. but expect more of those 70's come tomorrow and friday, 70's to 80's elsewhere in the bay area. also in for a warm-up for inland in bayshore cities. some spots that are in the low 80's today will be getting close to 90 degrees in the next few days. so this is a quick change of pace and definitely some of the warmest step we felt in a while. so get back to those cooler weather habits like getting outside during your morning hours and trying to enjoy the cool while we've got it temps tomorrow, friday and saturday are going to be our warmest of the forecast with near 90's inland, if not getting to the 90's in some spots to even some 80's along the bayshore 70's all the way out to the

coast. after that, we back off the heat a little bit come sunday and monday, especially with low 80's at the warmest again, right? all right, john, thank you for keeping a close eye on that accident along eastbound highway 4 at hillcrest in antioch. >> we know that accident resulted in oil spill there. so we actually have a live look outside at the traffic has been building this morning. and we know that 3 lanes are blocked and you can see those far 2 right lanes. those are open there. so another just a clean off of the highway. hopefully as soon as get that cleared off, it will be moving back again. if you look at the other bridges, if you're traveling across the bay bridge right now around 18 minutes, we've been around 18 for the past few hours. san mateo bridge still at 30. a little slow. came on that bridge along 8.80, one of the south 8.65 minutes. almost 70 2, 80 82 might be better options. not as congested right now. so down to 2.37. to 51 minute ride and 80 look at that start. a bill just passed. also it's going to 40 minutes to make it from crockett down towards the

reaches. back to you. thanks a lot. 18 city russian wants to pulled the plug on pg and e they came with a resolution for the state to use a nonprofit electric company instead of pg and e the vote is symbolic. but the vice mayor says for years, it's just want to point out that this city has been dealing with power outages and problems, including the failure of pg and e to supply energy to city parks. >> we we don't see as responds. especially low-income communities and communities of color. that actually they say that reliable and say these the think i but the ways to really take. the power. boy from corporation. >> pg and e e obviously is against to this idea of a statewide public utilities. and they say it's because they say this type of ownership

framework would not benefit customers, taxpayers or local communities. san francisco based instacart is expanding into the restaurant business restaurant takeout. now a new partnership with uber eats in the coming weeks. instacart is going to add a restaurant delivery feature the listing of restaurants will be provided by uber and the food will be picked up and delivered by uber eats drivers while the financial details of this are unclear. uber and instacart say that there will be no changes. 2 customer prices or carrier payouts. the partnership is an unexpected move because these 2 companies compete for grocery delivery customers. but this does instacart to and the new service without building it from scratch. >> 20 is the time? developing news tiktok is now suing the u.s. government after

president biden signed a law to ban the app unless the chinese owned company sells itself to us company kron four's. catherine heenan has more. >> we're in some very unusual territory. the u.s. government has passed a law that effectively gives it the right to take away one of the most popular social media apps in the world in arguing against the new law. tiktok says its app is an important avenue for expression. >> pointing out that more than 170 million people in the u.s. use. it roughly half the country. it says that by taking away the government is infringing on our first amendment rights. meantime, is there really a significant security threat posed by tiktok? >> what i think is interesting here is that the for the last few years now the government keeps saying there is a national security concern with tiktok and we've heard this now under republican and democratic presidents and in

both cases, we have not gotten the details, right? the government has not made its case to the american public about why this hugely popular app should be banned. it just teams, gesturing and national security. and i think that's part of why this case is going to be so fascinating. >> there were renewed calls to ban tiktok after the october 7th hamas attack. some users saying more anti-semitic contact was showing up. others the fallout from a trial could reach far beyond tiktok. one of the things that tiktok makes the case about in its. >> filing against the government. is that a number of other social media companies and apps in general would need to be banned under these rules that the government has set out effectively it saying that if you're going to treat us all

to time. and in dublin, police are looking for 2 people who robbed a mail carrier. >> it happened monday in the area of a bespoke court right near highway 5.80, officers say 2 men wearing black masks demanded the carrier give up her mailbox key and phone. they say one of the robbers pointed a gun at her. the postal carrier luckily was physically hurt. >> 25 right now and they just released a survey of which cars speed the most ensure a fi is out with the brands of cars that get the most tickets for speeding and it turns out that foreign brands dominate the list of speeders. infinity is the most frequently cited 8.7% of drivers get the speeding with infiniti's. next

>> it's a 29 and it's really nice outside. it is yeah. and only going to get warmer as the week progresses. we've got john with the john. yeah, all that sunshine all the way out to the coastline and definitely warmer weather just around the corner. maybe a little too warm yesterday was nice and comfortable today. dare i say hot for a lot of areas. you look outside at the golden gate bridge. not a cloud in the sky. we do have a northerly wind across the bay area and that's prevented a lot of fog from forming at the coastline. we're going to switch to a wind out of the north and the east in the days to come. that's really going help temperatures to get even hotter yet. right now we're sitting in the 60's oakland at 61 hayward. 62 degrees, vacaville in brentwood at 64

right now. and temperatures will quickly warm for the remainder of the day as that. sunshine not going to be stopped by any cloud cover. daytime highs back into the low 80's for a lot of us and soon to be some near 90 degree temps. i'll get to that. your full forecast rain. all right, john, thank you for that snapshot of our bay area highways. >> you can see we're pretty busy here in the 8 o'clock hour from the north bay all the way down to the south bay. there. still tracking accident along highway for the eastbound side. hillcrest a little fuel spill. few lanes blocked. you can still get through. and for the most part, we're seeing delays across all of our highways bay bridge right now at 18 minute drive traveling into the city, some auto bridge about 30. so we've been the slowest across that bridge. richmond center fell bridge just short of 14 and the golden gate bridge. 37 to the tolls. 35 minutes arias is back to thanks a lot of date. 31 in 2 people including a teenage girl are in the hospital after they were struck by a hit and run driver in san francisco. police chase that driver from the

tenderloin through north beach ultimately came to an end right in front of our studios here along the embarcadero. >> first and kermit has the story. it's here along the embarcadero at green street where san francisco police took the hit and run suspect into custody. this after at least the 3rd incident of the day when the white mustang he was driving slammed into this parked car. no one was injured at this location, but that's not the case at the other locations. you're chase >> and i'm like police say. it all began just before 08:00am the suspect's vehicle hit a pedestrian near jones and market tire tracks are clearly visible. the victim, an urban alchemy employee, was taken to a local hospital and will survive. police say a few blocks away. officers spotted the suspect's vehicle driving recklessly when the suspect failed. the yield when officers initiated a traffic stop. police say a vehicle pursuit began about 9.30. the

chase reached francisco middle school. it's their police say the suspect's vehicle hit a 14 year-old girl who was crossing francisco street from the main campus to the auxiliary campus. so the girl was crossing the street from building to building and was in the crosswalk. >> and the guy was running out of, you know, running. because the police often. so put the good here. if they're going come supervisor. aaron peskin who represents that neighborhood says the girl was taken to san francisco general hospital with a fractured shoulder and ankle. but will survive. it's at that point. police say they shut down the chase due to safety concerns. >> minutes later, officers spotted the suspect's vehicle stopped in embarcadero in green. it's their they took the suspect into custody. francisco police are allowed to conduct vehicle pursuits under certain circumstances with these chase protocols followed in this case, supervisor peskin says both he

and the police are evaluating that right now. >> in san francisco, dan kerman kron, 4 news. >> well, in the peninsula, nearly 6 million dollars will be used to build new homes for farm workers out of half moon bay. and this is an artist's rendering of what the community will look like when it's completed. san mateo county supervisors voted unanimously to use the money to buy and install. 47 premade homes for farm workers and their families. 19 of these families were left without a home after the half moon bay mass shooting back in january of last year, 7 farmworkers were killed in that shooting after which it was revealed how mushroom farm workers lived in empty container boxes with no running water, no bathrooms, no insulation. in many cases. no kitchens since the shooting, san mateo county has been focusing on proper housing for farmworkers. >> it's a 34. and amid storms and fire emergencies that we've had in the state in recent years, there's a new bill that would create a fund

to assist communities and people who otherwise don't qualify for assistance. a group of lawmakers introduced a bill yesterday to create 100 million dollar fund relief fund for those who aren't eligible for federal or state assistance because of the extent of damage in the community or because of their immigration status. this would also establish a 400 million dollars. california local assistance program to help tribal and local governments rebuild after disasters. >> it's a win-win across the state. hopefully nothing ever happens. but if it does, we have a plan for our communities that are going to suffer because once again, we can't rely on the federal government because of of the bring at least we have our own from we should create a sustainable program that will make sure that for any future to know that if they don't qualify for federal assistance, that the state will step in. >> and make sure that these communities are taking care of the money for the fund would come from the state's current greenhouse gas reduction fund. and right now this bill has no

formal opposition. >> dishwashers and stow's were the focus of debate in congress on tuesday. yeah, they're talking about they just passed a bill to stop new energy regulations. >> on household appliance we have dc correspondent maddie abeer temple with more on what's going on. >> it's called the hands off our home appliances act. the bill passed the house with all republicans and 7 democrats voting for it. it takes aim at new energy efficiency standards for appliances. >> arizona republican congresswoman debbie lesko says her bill protects home appliances, dishwashers, washing machine showers, toilets and sends a message to president biden take his hands for home appliances. the so named hands off our home appliances act passed the house tuesday. it aims to stop the biden administration from enforcing new energy efficient standards for consumer goods. republicans say the department

>> and there is suing and saying this is my house. it was a private home. and now the investigation is underway after what ha-pened last month at this dinner. that was for a graduating uc berkeley law. students when a pro-palestinian protesters you consider stood up, grab the microphone and started a speech about ramadan and the war in gaza and the dinner is being held there at the home of brookly law professors. and that video shows one of those for that professors trying to take the mic back away from this student and telling her it's my home. please leave this home. according to nbc news, uc berkeley is now launching civil rights investigation into allegations of harassment made by the protester. in this case. at san francisco state university president met with demonstrators who have been demanding the university cut financial ties with israel. the president lynn mahoney says the school may consider avoiding investments in israel

based on, quote, the mechanics of war. >> in the south bay, san jose police have arrested 87 people over the weekend during cinco de mayo. celebration at the department is out with the numbers now ranging from the acts are just as well. physical fights all the way to duis. kron four's rob nesbitt has more. there were celebrations all over san jose this past weekend for cinco de mayo. the police department took part in many of them and stressed the importance of the fact that the arrests happened near festivities but were not related to them to get a weekend was >> busy. >> san jose police had their hands full during cinco de mayo. the department says that from a 3rd to may 5th, there were 17 felony arrests, 18 warrant arrests and 52 arrests for misdemeanors, totaling 87 for the weekend. according to sergeant jorge garibay. >> stream reckless driving. we had a significant amount of sideshow activity popping up all over the city in which we have to try and utilize resources and take away from the celebrations to try and

combat. officers were getting bottles thrown at their vehicles we had officers had been assaulted people driving drunk. we had one vehicle crashed into a patrol was doing a diversion and injure officer. there were 156 traffic citations made and 6 gun seized during the weekend. >> on sunday, police also responded to a stabbing on king road involving 2 victims, a minor, an adult man. the mine was released from the hospital all. now we actually got an update just before we came out here is still in critical still remains in the hospital. getting treatment. we don't know whether or not they're out of the woods yet. san jose police spent months preparing for cinco de mayo and also took part in celebrations from one officer singing during a performance. 2 others driving a classic police car in a parade. police enforce a 0 tolerance tactic towards criminals and sergeant gary bass as visitors were responsible for the disruptive behavior. this kind of the reason why we always have additional resources every year and it's not for the people who are celebrating the culture that is people are coming here trying to use the closer that to criminal activity. if this year's

area of san francisco. yeah, we're talking about the great highway and it's been a topic of debate over the years. do you close it off to traffic in just leave it for pedestrians. or do you let traffic through now, there is a plan for a one-mile portion to be closed to cars for good by 2026. yeah. so we've got crop charles clifford with a closer look. last week, san francisco's land use and transportation committee advanced a plan to close most of what's known as the great highway extension between slowed skyline boulevard for decades. erosion has eaten away at the beach and bluffs between the ocean and this section of the great highway. >> cleaning sand off the roadway has become a constant problem, especially after winter storms. there are also frequent closures of this section of the great highway. more than a decade ago. san francisco develop a long-term plan toedeal with climate change and erosion along the city's western edge. in closing, this portion of the great highway has been under consideration ever since in place of the roadway. the city wants to build a network of
