police in oakland are investigating after a person was shot and killed near lake merritt. this is video from the citizen app. >> the shooting was just before noon yesterday on first avenue. the victim's name has not been released in that same area driver crashed into the parking lot at america's best value inn on east 12th street. police have not confirmed the shooting in the crash are connected. tomorrow. the man accused of killing a shop owner in san francisco's richmond district. we'll have his first preliminary hearing. santos de la rosa is accused of beating to death. 60 year-old your highness to wal d using a baseball bat. this is outside a convenience store on balboa street there. it happened in august. police say 2, well, tried to stop de la rosa from shoplifting to what he died of his injuries. 5 days later, de la rosa faces several charges, including murder and assault with a deadly weapon. he'll be in court at 9 o'clock tomorrow morning. >> 2 people, including a teenager were arrested in connection to an armed robbery

at a safeway in redwood city. it happened yesterday at the safeway off el camino real employees telling police that one of the suspects had a gun while stealing alcohol surveillance photos helped the match an 18 year-old and a 17 year-old with a crime. they were arrested less than a mile away. officers say they found a lighter that resembled a handgun in their possession. texas is cleaning up after some parts of the state saw nearly 2 feet of rain in recent days of parts of the state are still dealing with high flood waters, forcing continue road and school closures. entire neighborhoods near houston have been submerged under water. leaving residents facing a long cleanup. local officials are urging those in heavy flooded areas to avoid returning home until conditions improve warning that the murky waters could be dangerous. >> back here at home, a different kind of story. things are looking cnear for the week as our chief meteorologist lawrence karnow

joins out blow there. not quite as green as it was a couple weeks ago, but certainly the rain we had saturday will help everything. get a drink, lawrence. and now we're going to warm it yeah, certainly are. in fact, i drove down the monterey bay over the weekend. you can see the change in the hills, but that rain coming down, of course, maybe greening up a little bit before turning all brown again as we get some warmer temperatures again. but other parts of the country getting hammered by these storms. this one making its way through texas just northeast of houston. some places there, 17 24 inches of rain over the weekend. see the storms rolling through there behind that. you see all the areas shaded in red. those are all the rivers that are now. we continue experience some flooding in those spots as well. even though the rain has ended, a lot of those rivers continuing to rise further to the north. we've got another round of severe weather. this all part of the same system that came through the bay area over the weekend now is rolling across the rockies and bringing with of that cold air. and guess what? we've got more tornadoes popping up again today. you can see those

cells, very strong line of thunderstorms rumbling on through right now. more that on the way to this going to be sliding eastward as we head through the night tonight and tomorrow, probably take more look toward the great lakes and that's where we see some of that moisture winding up. some heavier rain headed in that direction and a chance of some more severe weather. although it doesn't look as potent tomorrow. certainly the chance some isolated thunderstorms and maybe some more tornadoes being reported. guys, back to you. all right, lawrence, you know, drinking water week is underway and the city of santa clara sharing some tips with us on how to save water. >> one way is to rethink your home landscaping in general homeowners are being advised to water only from 06:00pm to 09:00am. and those who live in santa clara should be aware that outdoor watering is permanently banned in that city between 09:00am and 06:00pm using water wise plants in california native plants that another effective way to resist reduce your water. homeowners should also fix leaks as soon as they're spotted. take quick showers rather than baths and turn off

doc? >> and this just kron 4 news, a lockdown in antioch neighborhood. it hasn't been lifted. police are telling us that they have arrested a homicide suspect, but they're not releasing any other details. we'll certainly update you as more information comes into the newsroom.

>> thousands of law enforcement officers from across the state gathered at the state capitol today to pay tribute to their fallen comrades killed in the line of duty. our capitol correspondent eytan wallace was at the ceremony. >> and he shares why one of the sheriffs who was there called out state leaders. >> outside the state capitol, the sound of bagpipes marks the beginning of this somber ceremony paying tribute to the more than 1700 california peace officers who died in the line of duty. on hand here about 2000 people from the law enforcement community, members of the legislature and loved ones of the fallen, all to commemorate those who never made it home. among those who spoke. >> california attorney general rob bonta. they were called to get there careers and their lives. >> to something bigger than themselves to make the world a better. safer place.

>> governor gavin newsom did not speak at the ceremony. the met with law enforcement families and later an american flag at the peace officers memorial just across from the capitol. of course, the ceremony pays tribute to all california peace officers killed in the line of duty. but today's especially about 7 who lost their lives in recent years. among them, the late officer gonzalo carrasco junior of the selma police department in the central valley. he was shot and killed last year responding to a call just one month before the birth of his baby boy maximus. ross junior. his family honored their forever hero. and so did police chief rudy al cross. like so many of our other people in congress, it in my xyz slowed their community. after his remarks, he spoke with us about why he hopes the people of california, appreciate the service and sacrifice of officers like gonzalo carrasco

junior. not many people can do something you are committed doing something bigger themselves. and these brave heroes did and sacrifice everything to do that. other law enforcement leaders of the tenants, including riverside county sheriff chad bianco did not shy away from criticizing state leaders while he did not name names. he argues policies that have come out of the legislature are too soft on crime and it made california less safe when we don't feel like we're getting the support, whether it be verbal or real from our lawmakers here in sacramento. it's it's almost like a knife in the back because we're doing everything we can to protect them. >> and we're not getting the same in return. but for this police chief today is all about remembering the fallen like carrasco junior, making sure his memory lives on forever. he'll always be with us. at the state capitol. a tonn wallace kron. 4 news. >> there's a bill in the state legislature that would

prohibit grocery or retail drugstores from offering self checkout lanes if they don't meet certain criteria under the proposal, self-service checkouts, you know, the ones must be limited to purchases of 10 or fewer items. second, at least one manual checkout station must be staffed. additionally, the proposal would prohibit one employee from monitoring to checkout lanes simultaneously. >> we have to act now to look at this problem. we want to make sure through our bill sb 14. 46 that we have a full service cashier lane will be open before allowing a self-checkout machine to open. we want to make sure that we have staffing ratios for one employee to to checkout machines. one worker to 12 machines is unacceptable. katie. >> supporters say the bill is also designed combat retail theft, but the california chamber of commerce opposes the bill arguing it would lead

to unnecessary restrictions on retail, grocery and pharmacy stores. it is wild house. you can just. 2 year old. check out, you know, sure that they have to. those were jobs people had before. so that's another factor. that's why they're trying to protect them. there. what is that? >> well, look at that fog rolling in lawrence is next. yeah, we do have some patchy fog out there right now. that's for sure. what weekend we have, though, how we have that big storm rolling through on saturday morning bringing some unusually heavy rain to the bay area that is long gone. we are likely not going to see another system like that for the season. in fact, probably not to fall as we get back into the rainy season again outside right now, the clouds begin to part just a bit. turn out to be a really nice day most bay area. some of patchy fog begin to move in back along the coastline right now. but boy, that rain from the storm that was impressive checkout pacifica over an inch almost an inch and 3 quarters can feel almost inch and a half half moon bay over an inch and a quarter, almost an inch in san francisco. in fact, going back to 18. 49,

that was the 17th wettest day in may ever. that's pretty impressive. so all around oakland. yeah. almost 3 quarters an inch in san jose over half an inch of rain. that was very impressive storm system moving on by. but things begin to change. now. in fact, the atmosphere really go the other way. we'll start talking about some offshore winds and usually get those offshore winds. we've got some very nice weather now will be gusty in some spots in the forecast models as we head through time. you start to see the north. they start to see those colors filling in. you see the red, the purple there. some wind gusts of 30, 40 plus miles per hour in the slot. a county wind advisories are going up. they're going to be a blustery day as we get to wednesday and possibly into thursday as well. that will be the place to watch as we get in toward the next couple days. going to be some very dry conditions out there. but the good news things have been so wet, only have to worry about fires chipped outside. right now. you do see some of that patchy fog making its way over the golden gate bridge a little more of that as we head through the night tonight. highs today bounce back after a cold weekend member. we're hovering in the 50's for highs

on saturday. now we're getting closer to normal. 69 degrees in concord. 68 in santa rosa. 68 also in livermore. 69 in san jose, 64 in oakland and 60 degrees in san francisco. but we're going to see a mostly clear skies overnight tonight. some patchy fog out there, then high pressure kind of taken over. we do have a one last little front that's going to be dropping in across that ridge overnight tonight and tomorrow. so it will be enough to help to kick up the winds behind that high pressure starts to build in. yeah. going to be little blustery around parts of bay area, especially in the north and the east bay temperatures tomorrow afternoon should begin to bump up just a bit a little bit above the average by tomorrow. lots of 70's inland, cool fog along the coastline. then i think some sunshine as we head toward the afternoon looking out for the next few days, we're going to crank out the 80's as we head in toward wednesday, thursday and by friday and saturday. boy, some really nice temperatures. how about that warmest numbers of the season so far. so you're talking tbout whether with last this last weekend, i mean, they're up in tahoe in the snow. a couple of feet of snow this next weekend. yeah, look at these numbers said friend who's just get to shovel out.
