impact the price you pay as you try to make it in the bay and breaking point. the all new warning president joe biden is issuing to his counterpart in israel. the consequence, biden says israel will face if it continues to advance its invasion into rafah. plus, back here in the bay area the temperatures are heating up, meteorologist kari hall is tracking just how warm it will get in your neighborhood as we inch closer to the weekend. this is today in the bay inching right along. good thursday morning. i'm ginger conejero saab and i'm kris karma. it's almost friday. inch, inch, inch. let's get right to carrie with the timing of our forecast. good morning carrie. good morning. we are starting out with some mild temperatures as you get ready to head out the door. also a wind advisory in effect for napa, sonoma and solano counties, but that will most likely be allowed to expire at eight 8:00 this morning. and our temperatures today head for 90 degrees 80 for the coast and bays. and if you're making plans for mother's

day weekend, it will be milder inland and cooling at the coastline. but take a look at our highs for this afternoon. oakland hayward, 85 degrees and upper 80s for san jose and santa rosa. look for a high of 88. we'll talk about the weekend coming up. mike, you're a focus on a crash in the east bay. i am kerri green. sensors all along the peninsula, south bay and most of the east bay. we're talking about 238 right off the castro valley y westbound. 238. we do have a crash right around mission state route 185. there are only a couple of lanes there, very narrow on the shoulders. so no matter where this is located on the roadway, you do have distraction and it's going to impede the drive right now. so it is building out of castro valley. 580 is fine. 880 is a delay getting there. but once you're on it, you're okay throughout the east bay. back to you, mike. thanks very much. many of us are already dealing with skyrocketing power bills. well, now a key vote today is set to happen, impacting the price you're paying yet again today in the bay's bob redell

joins us live from the east bay and bob oh my goodness. some of us could see our pg and e bills go up even more. correct. good morning to ginger and chris. and some of us can see them go down. so what's going to happen is you're alluding to later today, the cpuc, the california public utilities commission, will vote on a proposal that could lower bills for people like low income earners and people who drive electric cars, this would be something that would lower their monthly bill, what they pay to pg and e, but under the plan, other customers could end up paying more. the new system, if approved, is aimed at reducing costs for people impacted by extreme weather, like heat waves and those who charge their electric cars at home. the proposal has two parts it would lower the usage rate by 5 to $0.07 per kilowatt hour, with rates dropping nearly 10% during peak hours and under the flat rate, customers would pay about $24 a month, with discounts of up to $12 for those with lower

incomes. here in the east bay, the richmond city council has voted to ask the state to replace pg and e, which has doubled its rates since 2019 with golden state energy. that's a nonprofit utility. the council, calling pg and e unsafe, unaffordable and unreliable. pg and e responded with a statement that reads in part, quote, this type of ownership framework would not benefit customers, taxpayers, local communities, the state or california's economy. mark tony, he's the executive director of the utility reform network, or turn, says, a statewide switch from pg and e could take many years. and cost billions of dollars. he'd like to see state lawmakers step up. we need to hold share holders responsible for paying 50% of all cost overruns, instead of ratepayers paying 100% to put limits on pg and e spending ratepayer money for television commercials for

self promotion in. tony would also like to see a cap on rate increases. keep in mind san francisco attempted to cut ties with pg and e in 2019 and offered a $2 billion buyout. the utility turned down that offer. reporting live here in the east bay. bob redell today in the bay. all right, bob, thanks very much. happening today, president joe biden and first lady jill biden will visit the san francisco bay area mr. biden is set to land in the bay area tonight for fundraising events in portola valley and palo alto through tomorrow. meanwhile, the first lady will touch down at sfo. she'll speak tonight in marin county. ahead in our next hour, kris sanchez will have a live report on criticism. the biden administration is facing at college campuses across the country and ahead of his west coast trip. the president is vowing that the u.s. will stop sending weapons to israel if

prime minister benjamin netanyahu moves ahead with a planned ground offensive in rafah, it is estimated over 1 million people are currently sheltering there. today in the bay's brie jackson is live for us in washington and brie. this would be a major move in this ongoing war. that's right. good morning ginger. so the potential move would mark a shift in u.s. policy toward the war. although president biden said that the u.s. will continue to make sure israel is secure in its ability to respond to attacks. as israel's military prepares to launch an expected ground offensive in rafah, president biden is drawing a red line. if they go into rafah, i'm not supplying the weapons that have been used historically to deal with rafah, to deal with the cities, to deal with that problem, an israeli official says. there is deep frustration in the government over the president's decision. it's drawing mixed reaction on capitol hill. i continue to

express my concern to the administration that the delay of shipment of weapons to israel is just another way of trying to tell an ally how to conduct the war. this is obviously an extremely challenging situation, an i believe that israel and america have an ironclad relationship, and i have faith in what the biden administration is doing. the biden administration continues to press for a cease fire and for hostages to be released. prime minister netanyahu has said israeli forces would enter rafah with or without a deal with hamas. the people have all the power back here in the u.s. pro palestinian protesters are standing firm despite police clearing their encampment. i stand here today to reiterate the student movement will not rest, no matter what we are faced with, until total divestment from the genocide and

until the liberation of the palestinian people. with more than a million palestine sheltering in rafah, a major attack there could be devastating. and the white house already halted a shipment of weapons last week because of concerns that they would be used in rafah. a senior administration official said that shipment included heavy bombs. ginger, thank you, brie jackson for us in washington. new reports suggest bart's budget may soon be headed off the rails and happening today. bart's directors are scheduled to debate the agency's fiscal future, according to the chronicle, bart expects to face a deficit once current pandemic related assistance runs out in 2026. now, by 2027, barring a change, the deficit may be approaching $400 million. the agency is pinning its hopes on voters approving a new tax measure in 2026. the weather is great here, but overnight another round of severe weather hitting several states. it's just not giving up, is it? no, no. and so carrie's here. she's

been watching the video that's coming in. what are you seeing? some people are dead here i understand. yeah. unfortunately. let's take a look at what they're cleaning up from video from athens, alabama and the huntsville area. i have family in that area. i'll have to check on. okay, so you see that very dark funnel cloud moving through late last night, and there were multiple tornado warnings issued in alabama over the last 24 hours. and you can clearly see it there in that video. and those storms also left a path of destruction. we have new video of a car crushed by a tree just one example of all the damage that we're seeing in alabama. and the utility crews are working to restore services to thousands who have lost power. and officials are warning residents to take necessary precautions when planning to drive or walk through those affected areas. and we take it to oklahoma, where there were days of relentless, severe weather. it's taking its toll. a tornado swept across miami, a small city in the northeast corner. of oklahoma, and there

was a funnel cloud that caused damage to homes and toppled trees. you can see it must have touched down and became a tornado. and so far there is no word on any injuries and severe storms in tennessee killed at least one person. you can see the tornado touched down near nashville in maury county and at least four people are in the hospital due to the severe weather and the cleanup is underway, the people were using chainsaws to cut through the trees that did come down and trying to clean up all of that mess, and there were also homes and businesses that were destroyed. and so we'll continue to monitor that throughout the day, as we're still seeing a lot of severe weather moving across the tennessee and ohio valleys as it continues to move off to the east. all of these outlines that you're seeing there, those are tornado watches in effect. so this is the main target area. we could possibly see more severe weather and damage as we go through the next few hours. and then here at home, we've been saying it's nice and quiet. our temperatures are going to be warming up. storm track well to

the north of us, and high pressure is keeping the chance of any rain or cooler temperatures away. so it's going to be heating up as we head for 85 degrees in novato today. about the same in napa, 85 in dublin, and also warming up in hayward after yesterday's upper 70s. we'll take it to the upper 80s for this afternoon, with san jose hitting a high of 87 degrees. so we'll talk about what's ahead for the weekend. coming up, mike has a look at where you can fill up for less around the bay area yeah, prices are coming down around the state a little. but that bumps off most of our prices from the top ten. we are checking contra costa county. concord's best is for 75 at valero on willow pass road. a san jose's lowest is for 79 at arco on north capitol avenue, and the same price in the north bay is the best for fairfield. same price, same best in their bond fair on walters road. thank you for sharing those prices and those changes as you see them. gas buddy.com i see on the roadway. we still have some slowing on the east

to expect today. we're in the low 60s. it's a milder start this morning at 6:00 and it will be warming up, headed for the mid 70s by lunchtime, eventually making it into the low 80s. it's going to be much warmer than yesterday and it continues for a while. so we'll take a look at our extended 7-day forecast coming up. and we're looking over here to the east bay. the nimitz 880 moves smoothly. getting there is a problem

because of a crash blocking one lane of 2.38 heading toward the nimitz, but on the other side of the bay, i'm looking at 101. it looks like there may be a full stop there around sfo. we'll follow that up. coming up as well. well good morning. very happy thursday to you. we've had six straight days of wins on the broader markets. the bank of england, their version of our fed just announced it will keep interest rates steady for now, but indicated an interest rate there was going to come down as inflation comes under control. remember last friday we got a weak jobs report which we wanted another sign the economy is slowing, which is at least from an interest rate perspective, a good thing. disney are set to announce a bundling deal that will bundle disney plus with hulu and max. that should come at some kind of cost savings, though we don't have details yet. shares in tesla continue to fall after reuters reported the us government was investigating the company from a new angle wire fraud. it all started with

an investigation. we already knew about. accusation. tesla claimed its cars could drive themselves autopilot. tesla has since backed away from those claims, calling it supervised self-driving thing. now, tesla has not responded to the report, which nbc has not confirmed. reuters says the us prosecutors are examining whether tesla misled both customers and investors. meantime elon musk this week tweeted the latest version of tesla's self-driving will, quote, blow your mind. he said that before a lot of times before he said it in 2018, he said it with version 9.0. he said it with full service, full self-driving version ten. again, it'll blow your mind. the department of transportation and the consumer financial protection bureau will hold a hearing today over whether airline, frequent flier programs are worth it, particularly their points in credit cards. a lot of americans have credit cards,

airline credit cards that let a friend fly free or earn points for discounts on tickets. the government's concern that between the hundreds of dollars in annual fees and the extremely high interest rates on those cards, you're not getting much, if anything, for free. they'll talk about it coming up on the today show, do the cfpb and the dot see credit cards and airline reward programs as a good deal for consumers? well, not always. we see that for many of these airline rewards programs, these credit card companies are charging huge interest rates, sometimes 30% or more. and many consumers actually lose out on these deals. they may be paying way more than the value of the award that they accrue. now, i was being serious when i say kris is very good at this, he knows how to do all those magic things. i got to say, if you don't carry a balance and if you

do it right, to quote elon musk, it'll blow your mind. but if you get it wrong, it'll blow your budget. it'll totally blow your budget. yeah, you got to do it right. yes, i'm i for one, as the consumer reporter. that's my day job. i'm glad they're looking into this. i look forward to the half hour special about how to manage your airline points. why only a half an hour? yeah that's always been such a high interest rate. or is that something that had changed? it depends on the credit card. but again, you know, if you're paying, you know, 30% on your interest rate, but you're getting a free $300 flight, you know, it's not free. who the guy who stands over there says nothing's free. exactly. yeah that would be. and you have to pay for your popcorn and your drink. no, nothing is free. yeah, exactly. nothing is free when it comes to airlines. all right, scott, thanks very much. hey. google continues to downsize its office space. the company is letting go of about 300,000ft■!s inside san francisco's one market plaza. when the lease expires next year. now, vacancy rates are already high in the city, and this is likely not going to help. but a spokesman for the building issued a statement

show my age. he was just being, you know, responsible for the early morning and turn it down. turn down? that's exactly. well, i guess you don't have to worry about the weather when you're having a dance party inside the house. yeah, right. okay, so you know, a little disco ball and we're all good. you'll need some air conditioning, too. it's going to be heating up. let's get a look at what to expect as you're getting out the door this morning. nice and cool. but it is definitely warmer than it was yesterday. at this time, we're at 58 in san jose, 54 in fremont, and it's 66 in oakland. we're already in the mid to upper 60s in the north bay, where it's been very windy. that's keeping those temperatures up, but eventually the wind is going to calm down. we do still have the wind advisory in effect for these areas shaded in this light brown that will be in effect until 8:00. and we're still seeing some of those gusts up to 40mph. but we're also starting to see the wind that will be calming down today. and going from 30 to 40 mile per hour winds. so about 10 to 15 later on this

afternoon, a clear view and a beautiful start to our thursday morning in san francisco. so it's going to be in the low 60s for the next couple of hours and then quickly warming up today. we'll be back to those upper 70s like what we had yesterday, even a few spots into the low 80s. so let's zoom in to the south bay with a look at our highs for today will be in the upper 80s for the south bay, as well as the east bay up to 88 in concord, and for the peninsula in the low 80s. here, all the way down to palo alto will be in the mid 80s, 80 in downtown and for the north bay, some mid to upper 80s for this afternoon. and then we're also going to have some hot temperatures continuing at least through the middle of next week. this is ukiah where we're going to see highs in the 90s for part of the weekend. and a look at our 7-day forecast shows lots of sunshine and more very warm weather. mike, you're looking at a delay near sfo. yeah carrie we're looking over here towards south 101. where over on the internet, there were reports someone was basically stopped for about ten

a community now. museums are often associated with looking to the past, but in san francisco, one museum is embarking on a multi-year plan to evolve into an experience centered institution. mike is here with more on how they're doing it. mike, good morning. this week we spoke to michael tsui in the newly created deputy director slash chief experience officer position. now she's working at the asian art museum in san francisco. she says that their content should not just be something you stand around and look at asians and asian americans like. it's not something that's, i don't know, encased in a in in plastic or in on some pedestal. it's living, it's breathing. and so interacting with living artists, expanding our purview to contemporary art, asian american art is and technology, as you say, these are things that we live with today, and art isn't dead. it's alive. we're helping to tell the story of a broader,

first lady touching down in the bay area separately in a matter of hours. the mood on bay area campuses with middle east tensions on high. oakland airport on the verge of a name change. even with san francisco leaders trying to stop it in its tracks, the details on the last ditch effort now underway to halt it, plus board members decide the fate of an embattled school superintendent accused of turning a blind eye to bullying and harassment allegations. we have the results of a late night vote and the heated battle in the board chambers. this is today in the bay. good morning. it's wednesday and i'm kris kimura or no, it's thursday, it's. i'm sorry. thursday. yeah, i'm off by day. forgive me. it's 530 in the morning. it is, it is. and we're inching closer to that weekend. i love it when you think it's a day behind. and then it's really a day. it was weird, right? meteorologist kari hall is going to give us that forecast because the weekend is just around and i'm like, wait, it's not friday yet? yeah that's

what it is. all right. let's heating up. and we are going to have hotter temperatures for this afternoon. we're already starting out with some warm weather and where we are seeing some of the more gusty winds, temperatures are higher. so look at oakland. it's at 66 degrees. we have a wind coming out of the northeast at 14mph, but a lighter wind in san jose and cooler temperatures. and as we go into later today, it's going to be heating up into the upper 80s with san jose hitting a high of 8788 in concord, as well as 88 in santa rosa. even san francisco will get on the 80s action for today. so we're going to talk about a slight cool down for the coast for the weekend. but mike, you're seeing now continued delays on opposite sides of the bay. exactly. we start on the east bay with the biggest and this one will be here probably the longest. carry northbound 238 just by hesperian boulevard. so as you're coming up toward 880 reports of a big rig that has crashed and blocking one lane. but chp says it's going to be a while because they have to get through the

backup and they have a bigger vehicle to move. so this could be a continued problem coming into the area. they've allowed big rigs on 580 westbound watch for that change in traffic, the volume of there. and we're on the peninsula where this looks like a single car crash. southbound 101 may be clearing because speed sensors are improving. we'll watch it as you head toward sfo. back to you. thanks a lot, mike. happening today. what's expected to be the final vote to change the name of oakland airport, but will the battle be over or is it just taking off? among those objecting the most sfo and san francisco leaders calling this a trademark battle. our regular today in the bay anchor, laura garcia, is in our newsroom live, still healing from a persistent case of laryngitis. laura, what are the chances this is going to wind up in court? no? well, there is a very good chance. certainly. so the plan is just snowballed into a huge legal fight. it started last month when port commissioners approved that plan to rename oakland international the san francisco bay oakland international airport. i know it's a mouthful. now, even before the vote, san

francisco city attorney david chu threatened to sue. now, he followed through on that lawsuit once the vote took place, citing an infringement on sfo's trademark. yesterday he gave port commissioners a final warning, requesting that the cities work together to come up with alternative names to avoid the looming legal battle. oakland leaders say the name change is critical. they say flights are being lost with travelers from elsewhere not realizing oakland and its proximity to san francisco. port commissioners last month gave their initial approval to the plan, and today marks that final vote. oakland airport leaders also argue the new name would not be a trademark infringement. that's because it's an actual geographical description of the airport's location. now, san francisco actually isn't alone in its opposition. the san mateo county leaders also approved a resolution against the idea. a public meeting is planned for this afternoon, and you can bet we're going to continue to follow ginger. thanks a lot,

laura. well, later today, president joe biden and first lady jill biden will be in the bay area to attend several fundraisers, and one of those fundraisers will happen to just be miles from the pro-palestinian encampment on the stanford campus today in the bay's. kris sanchez joins us now from the campus. and kris, a university president, is decrying hate speech directed at palestinian students, as well. yeah. good morning to you, ginger. unfortunately, that did not happen here at stanford. here, the demonstration has been largely peaceful, but the demonstrators are hoping that their continued outcry will catch the attention of president joe biden. now, biden and first lady jill biden will arrive at moffett field today to attend events in portola valley and also palo alto today and tomorrow. first lady jill biden will also speak in san francisco now, while the president continues to call for a cease fire in in israel and palestine. in gaza, the administration did not stop, did stop a shipment of

2,000 pound bombs to pressure israel to stay out of rafah. we talked with one stanford protester who says it's not enough. i think, quite frankly, that it's immensely disrespectful that in, in in that in an election year, he is coming not to our campus to meet the popular body of his constituency, but rather going to a private donor event three blocks off of stanford. now the hate crime happened on the cal state east bay campus, where this sculpture was defaced with hate speech toward palestine. the words were written in chalk, so they were quickly removed. now, in a statement, cal state east bay president cathy sandeen said hate speech has no place on any campus, but especially here at cal state east bay, where our diversity is our strength. this incident personally makes me angry and frustrated to our

muslim and palestinian students and colleagues. please know we stand committed against hate. now cal state east bay will have the first of five graduations this evening coming up at 5:00. we know so many other campuses are not going to have the same ceremonies at stanford. kris sanchez today in the bay kris, thanks very much. a follow up this morning, an embattled east bay school superintendent will keep her job after a late night vote in her favor, narrowly. what do we want? when do we want it? now in a heated meeting last night, antioch school board members voted 3 to 2 against removing superintendent stephanie anello. this is the latest twist in a saga. first brought to light by our nbc bay area investigative unit. current and former school workers claim district maintenance director kenneth turnage bullied and harassed them, and at one point moved an employee's desk to a rooftop as a form of punishment. that's it on the screen right now. well, that guy is on paid

administrative leave. but workers also cite what they call his cozy relationship with the superintendent and her husband, antioch's former police chief, the board president, explains his reason for voting to remove anello. one board trustee explains why she still supports her. i think our board needs to understand that the community is angry, that we need to rebuild trust, that this district is not moving the right direction. she's helped me become a better board member and also as a teacher, and she was the principal way back when. when i first met her. she, i think is a professional. one board member confirms turnage was only placed on administrative leave three days after our initial report. anello did not attend last night's meeting. neither she nor the district responded to our request for comment. to watch our previous investigative unit stories, head to the special section of our home page nbcbayarea.com. new details. this morning here in the south bay, the vta agreed to cover the costs of 48 new rail cars. the

cars will one day be a part of the san jose bart extension, which is being delayed. now the cost more than $170 million and the cars should arrive by 2026. now as for bart to san jose, the latest projections there are 2037. meanwhile, the bart to san jose project is suddenly not sitting well with one former san jose mayor tom mcnerney is blasting the project after. one supporting it. he says it's so far behind and so overbudget that it should be scrapped. now to add to that, he blames the vta. he would instead like to see the project completed with a modernized bus system. that's an idea the vta opposes. the other day, nassau came out and their latest mission to mars is going to cost $11 billion. i said to somebody with another billion, they could get the berryessa to insinuate that vta cannot build a project. if you look at most projects within this county, vta has built them on time and on

francisco. now today we're going to call it toasty thursday. or i guess we could still call it thirsty thursday. it's going to be warm today. all right. tomorrow will be the warmest day of the week. and then heading into mother's day, it's going to be dry and with mild temperatures near the coastline. here's a look at the where we're starting our morning. it's already 65 degrees in san mateo, and it's 66 in oakland, 68 in napa, as well as in santa rosa. some of these temperatures up to 19 degrees warmer than it was yesterday morning. so you may step out and be like, you know, i don't even need a jacket. and you definitely won't need it later on today because it will be warmer. we're in the upper 80s in san jose, 85, in livermore and dublin, 87 in martinez and novato today, hitting a high of 85. and even san francisco will be in the 80s. today we're going to bring it down a couple of degrees. there tomorrow, but we're still hot in the interior valleys and even hotter for fairfield up to 91 degrees. so you can see the

range and temperatures across the bay. i think a lot of people will want to head to the coastline. half moon bay in the low 70s for tomorrow, and only in the upper 60s for saturday. while it's still going to be hot for the east bay as well as the north bay, so looking at our 7-day forecast, we are going to see more of the hot weather continue throughout the weekend and just a little bit cooler for mother's day. but of course in the morning we still have our nice refreshing start in the mid 50s into early next week. mostly sunny and highs in the low 80s, while san francisco will see temperatures hitting 81 today. we'll bring it back to the 60s for mother's day and extending into next week. mike, you're calling it an all out alert now. yeah so this is a bad thursday for folks in the tri valley heading over in through castro valley, eventually heading toward 880. that's not where you'll probably head right now. you'll take 580. chp is even allowing, though the larger big rigs through the area. so that will be a problem for folks expecting lighter traffic. more traffic is going to start

heading up through that area into oakland because of that continued issue. that big rig crash that happened early this morning still blocks two lanes in your commute direction. fortunately it looks like a little bit lighter commute. if you are coming over from here from livermore, dublin, pleasanton, you could consider taking north 680 over to 24. that is still moving very smoothly. you saw earlier slowing develop in walnut creek. still there a little bit from the north side, but you're doing all right heading down in toward the maze and eventually toward the bay bridge toll plaza, where things sorted out to their normal pattern. now coming off the over overcrossing you're okay out of the maze builds up and blends in. hov lanes, so a smooth drive that indicates the span itself moves well and then in the south bay are pretty typical pattern here for san jose with just that slowing for north 101. everything else is nice, but you're building up with the build out of san martin in northbound 101 as well. back to you, mike. thanks very much. happening now, police in the east bay are looking for more victims, possibly connected to a man who was arrested for sexual assault. kevin osborne of walnut
